Jackson Housing Authority (JHA) was organized and chartered in 1939 pursuant to the Housing Authorities Law of Tennessee. JHA is a public non-profit corporation which provides the low-rent public housing, Section 8, and Community Development programs as its primary activities. JHA is governed by a five-member Board of Commissioners appointed by the Mayor to staggered five-year terms. The Executive Director serves as Secretary to the Board and has the responsibility for the administration of the agency, pursuant to Board policy.

FAMILY SELF-SUFFICIENCY HCV COORDINATOR
Recruit, screen, and qualify Section 8 HCV participants for the Family Self-Sufficiency (FSS) program; interview FSS participants to assess their needs and develop an Individual Training & Service Plan; initiate a Contract of Participation for each family to help them fulfill their obligations as a participant in the FSS program using the software provided; participate on special boards or advisory councils, and assist with special community projects; conduct quarterly FSS enrollment sessions to explain the program to referred/interested families about the program; maintain case files for FSS program participants by conducting annual and interim reexaminations to determine any changes of income or other status changes to ensure compliance guidelines, and make required rent adjustments; counsel participants on requirements or assist with meeting goals for self-sufficiency; develop partnerships with community based organizations, agencies, and social service providers that provide services that can assist FSS participants in achieving their goals; network with community agencies to provide job training, education, counseling and related support services, and develop job opportunities; conduct life planning skills training, maintain quarterly (minimum) contact with FSS participants to review and track progress of program goals and to provide encouragement (phone calls, office visits, etc.); utilize the JHA software to document program activities and track progress of participants; conduct orientations and presentations to explain the FSS program to participants and the public; prepare letters, brochures, etc. using the Housing Choice Voucher participant database to notify families and generate interest in the FSS program; provide annual escrow reports to participants; prepare monthly and quarterly reports; and perform other duties as required. May be required to work unusual hours to accommodate program activities.
Bachelor’s degree (Master’s preferred) in Behavioral Sciences (Social Work, Psychology, Education Psychology, Sociology or related field) with three years experience in the delivery of services in a social service agency; or any equivalent combination of education, training, and experience which provide the requisite knowledge, skills, and abilities for this position. A valid Tennessee Driver’s License is required. Must pass a post-offer physical examination and drug screening by JHA’s designated physician. Must be a resident of Madison County within six (6) months of employment. SALARY – $31,314

NOTICE OF PUBLIC HEARING
Jackson Housing Authority (JHA) seeks to amend its 2013 Annual Plan which requires a 45-day public comment period under 24 CFR 903.17. Notification is hereby given for a significant amendment to the 2013 PHA Annual Plan to provide for the implementation of the new flat rent provision resulting from the U. S. Department of Housing and Urban Development (HUD) 2014 Appropriations Act. Section 210 amended the United States Housing Act of 1937 to create new rules for flat rents for public housing residents. This law requires that all public housing authorities (PHAs) set their flat rents no lower than 80 percent of the applicable fair market rent (FMR) by June 1, 2014. Additionally, the statue limits annual flat rent increases to 35 percent of the existing flat rent amount, and the amount will be phased in to ensure that families do not experience a rent increase of more than 35 percent annually. The new flat rent schedule will apply to the family’s next annual rent option or annual reexamination.

The public hearing is scheduled for Friday, May 16, 2014, at 4:00 p.m. CST at the Central Office of the Jackson Housing Authority located at 125 Preston Street, Jackson, Tennessee. All comments should be made in writing and delivered to the Jackson Housing Authority to the attention of “Flat Rents” to be received no later than 5:00 p.m. CST on Thursday, May 15, 2014.
